Success rate moves the bill further than the rate does.
Blocked attempts still cross the wire, so the traffic you buy is the traffic you wanted divided by the share of attempts that worked. Collect 100 GB of usable responses at a 70% success rate and you have moved roughly 143 GB.

No. Gigabytes you have paid for stay on the account until you spend them. A month that runs light does not cost you the remainder.
